Osool Integrated Real Estate Co. appointed HCO as fire and life safety and supervision consultant under a framework agreement covering its Riyadh portfolio. Rather than a single building, the appointment spans a dozen separate commissions across the Diplomatic Quarter, Granada Business Park and the wider city, ranging from new build to extension, structural assessment and remedial work.
The scope covers the Osool Diplomatic HQ conditional survey, technical assessment for apartments in Al Fazari, Osool Buildings 16 and 19, the Granada Business Park Kiosk extension, the Osool Kindi and Fazari structural assessment, condition assessment of structural remedial works on the Civil Defense Plot, the new GOSI Building in the Diplomatic Quarter, New GOSI Phases 2 to 5 including Buildings E-160 and E-163, the DC101 Civil Defense Building rectification, supervision and design review on the Civil Defense Plot, and Granada Business Park and Mall.
The work divides into two distinct disciplines. Fire and life safety consultancy runs across the portfolio, applying a consistent standard of assessment and approval to buildings of very different ages, uses and conditions. Construction supervision covers the projects moving into delivery.
Several commissions are assessments rather than new design: conditional surveys, technical assessments and structural condition reviews on existing assets. That work asks a different question from a new building. Not what should be built, but what is actually there, what state it is in, and what has to be done about it. It is the kind of appointment a client repeats only where they trust the judgement behind the findings.
