King Salman Park is one of four major initiatives launched for Riyadh by the Custodian of the Two Holy Mosques, King Salman Bin Abdulaziz, on 19 March 2019. Covering more than 16.9 square kilometres, it will be one of the largest city parks in the world, and is a direct instrument of a key Saudi Vision 2030 goal: raising Riyadh into the top 100 most livable cities worldwide.
HCO was appointed to provide technical review consultancy. On a development of this scale, technical review is the discipline that holds a vast, multi-designer programme to a single standard, checking that what is proposed is buildable, compliant and consistent with the wider masterplan before it proceeds.
The park will feature a wide range of environmental, cultural, recreational and sports facilities, including a Royal Art Complex, a National Theater, art academies, museums and galleries, alongside extensive green spaces, plazas, sports complexes and an 18 hole Royal Golf Course. Attractive incentives will be offered to private-sector investors to develop recreational, residential, commercial, business and hotel facilities within the park.
That mix is what makes technical review the demanding role here. A cultural building, a sports complex, a golf course and an investor-led hotel plot each arrive with their own design team, standards and commercial pressures. Reviewing them against a common technical benchmark is what keeps a park of 16.9 km² reading as one place rather than a collection of separate developments.
